To be eligible for a Postgraduate Diploma or any other Postgraduate level programme a candidate needs to have a graduation degree with 50% and above marks from a recognized University. Even if you plan to apply through correspondence or Open Universities you need to have a Diploma of 3 years (duration of diploma may vary from Institute to Institute) and good amount of work experience (3 or more years).
So, best would be that you complete your graduation and then only opt for higher studies in management.

The BIT programme of IGNOU is still available and you can go ahead to pursue the same. The minimum eligibility is 10+2 or its equivalent or BPP from IGNOU.

Yes, you would be eligible to pursue the course in US only and only if you pursued your bachelors degree in the same field. Incase you pursued your bachelors degree in a different field, you would have to first pursue a masters program and then would be eligible to apply for PHD.
