Well Civil Services ask for minimum eligibility to be graduation. As you done with diploma in E.C.E. you may go for B.TECH 2nd year through lateral entry and along side you may prepare yourself for the exams. Also there are a few criterion that needs to be in mind while selecting optional for IAS.

Hi,
As per your profile I would suggest you to clear your backlogs first and then opt for further studies.
Even though you wish to pursue undergraduate degree in different field, the VISA officer might ask you, the reasons for not clearing your backlogs.
So to avoid the chances of getting VISA reject you should definitely clear all your backlogs as soon as possible.
