Both of these courses are done together generally because of the opportunities one get after that.
CCNA is a networking course of associate level
and MCSE is Server administration course ,
but if you do both you will be able to do networking on a server level , in addition generally companies generally asks for combination generally.
However if you want to do any one first then you can go for MCSE and then CCNA

Depends on your Interest.
MCSE deals with LAN (Local area Networks) while
CCNA deals more onto WAN(Wide Area Network) related work.
If you do not have any knowledge on Networks, then do MCSE first.
If you are able to understand MCSE, then you can think about CCNA.
