There are some good private Universities in which you can take admission in B.Tech CSE with 49% in 12th standard. As I am associated with Geeta University, I will suggest you apply for the same course at this University. The curriculum in the CSE branch is very well designed such that we can learn everything from basics to in-depth knowledge of the desired field. Well, no. Work experience has not been a deciding factor in all cases and all kinds of courses for continuing education and doing higher studies. There are indeed a lot of courses that ask for prior work experience and there are cases where work experience gets an extra bonus. However, depending on which course and what area of specialization, it can be better decided whether work experience is indeed a must for that case.
Having said that, if you have indeed worked and do not possess a work experience certificate, I would strongly recommend you to chase the HR and urge you to get it. If that is impossible, then at least have your joining and relieving letter and a letter of recommendation from one of the senior colleagues for showcasing your abilities and experience.
