Yes, you can go for open learning. They will not be holding so many classes, but you have to go for exams and there you can get an undergraduate degree for the subject you want to. This is the best option, if you are doing something along with it. Delhi University also gives you an option for this by the ne SOL that is school of open learning.

Just get into consultancies to join any of below institutions. It actually Depends on priority if priority is money
China (Best Infra, low cost of education and living, government Universities, 5 year course, many of the universities are situated at cold cities)
Kyrgyzstan (low cost but quality of education and safety/security is always a concern, cold country, 5 year course)
Russia (government. Universities, decent quality of education, 6 years course, one of few the oldest destination for medical education, very cold)

At 2970 GN rank, you can easily get a government college in your desired branch but I'll prefer you to check once your OBC rank as this can't be possible that your OBC rank is 8930.
