Although, there is no neutral ranking for regional Universities but according to some of the private rankings JNTU & Osmania University tops the chart. Although, there are few Universities which provide distance Education programmes in Science & Engineering but as such degree programmes, especially engineering, requires a lot of practical exposure, advisable is that you should opt for a full time programme.
However, few of the Institutes which you may consider for engineering are: Centre for Distance Education (Acharya Nagarjuna University), Jawaharlal Nehru Technological University. Anna University, DCE, T.K.M. College of Engineering, Kollam, Government Engineering College, Thrissur, University of Calicut etc.

There are 2 intakes in a yearSep/Oct and MArch/April. The application and admission process takes about 9 months so youneed to plan accordingly. Thedeadline for Sep/Oct intake is in Jan and for March /Aprilintake is in July. Hence, youwill need to make an early application.
