Although, there is no neutral ranking for regional Universities but according to some of the private rankings JNTU & Osmania University tops the chart. Others as mentioned by Chinna are: Chaitanya Bharathi Institute of Technology, Vasavi College of Engineering, Teegala Krishna Reddy College of Engineering and Technology, etc. I would also suggest you to go through this article link which provides you with information on Top Engineering branches as well as the colleges related to them.

Although, there are few Universities which provide distance Education programmes in Science & Engineering but as such degree programmes, especially engineering, requires a lot of practical exposure, advisable is that you should opt for a full time programme.
However, few of the Institutes which you may consider for engineering are: Centre for Distance Education (Acharya Nagarjuna University), Jawaharlal Nehru Technological University. Anna University, DCE, T.K.M. College of Engineering, Kollam, Government Engineering College, Thrissur, University of Calicut etc.
For B.Sc check with IGNOU, Andhra University, University of Kera
