Universities in USA consider 10+2+4 years of education system, for admission in MS courses, however there are some universities which accepts 10+2+3 years of education system for MBA.
Since you have 10+2+3 years of education, it would be advisable for you to pursue your higher studies in UK, as universities there accepts the 10+2+3 years pattern of education.
There are many universities in UK which offers Masters in Biological science and related fields.
University of Strathclyde and Brunel University in UK are some of the best universities which offer the course of your interest.

Yes, generally the transfer with in one University is possible but for that you need to study very hard in the first year of your college and had to get the top scores as no college would be interested in taking a low profile student. For the transfer you have to get the clearance from your college as well as a transfer certificate moreover you have to check with the College you planning to get transfer to as in whether they have a vacant seat or not and whether they are willing to take you.
