Hi Praveen,
As you are planning to make your career in telecom industry it would be advisable that you either go for some traditional specialization which has a scope in every industry like Operations, finance, sales and marketing etc. or go for telecom as a specialization which would not be available in too many B-Schools.
IT as a specialization has a good scope but would be better for people related to or planning to join IT industry.

As there is no concrete list from where one can locate the fee structure of all the distance MBA program in India, it would difficult to give you one name which will have a lowest fee structure. However, I would suggest you to go for govt. Universities like IGNOU which will have low fee structure also check various open universities. Few of the others which you may consider are:
Annamalai University
Alagappa University
Bangalore University
University of Madras
