Its obviously a good descsion like studying in developed european countries and Germany is the good option for post graduation studies and also the favourite destination for international students . For feb intake you are late as you have to apply ideally 3-4 months before the intake. However GRE score is depend upon the program as mostly engineering programs requires GRE score however if program is taught in english then IELTS/TOEFL score is mandatory . SO now you have enough time for the next intake so you may go for these exams.

First of all you need to clear your backlogs without which, it would not be possible to do any Post graduate or diploma program. Secondly, if you are looking for a full time MBA program then it would be difficult to get admission on the basis of your diploma as an MBA program would require you to have a graduation degree from a recognized University with 50% and above aggregate marks.
