By DEEE, if you meant diploma in Electrical and Electronic Engineering, in that case you can take up admission in the Bachelor's Engineering course through the Lateral Entry.
For this purpose you can apply for the SLEEE / or as per the institute requirement.

If you are looking forward for Masters in Instrumentation engineering from Germany then you can try in these universities however the exact specialization is difficult to get still you may try :- Karlsruhe Institute of Technology, Leuphana Universitt Lneburg, University of Freiburg etc. Also university might ask you for the GRE score along with TOEFL score.

First of all you need to understand that to do an EMBA or a PGDBA from a good B-School you need to have a graduation form a recognized University with 50% and above aggregate marks & need to appear for Entrance Examinations. However, if you are looking for a Distance Education program then in that case your Diploma may be acceptable with 5 or more years of experience but this would not make you eligible to go for a PhD program as for a PhD program most of the universities would ask you for a Masters level program which should be recognized through UGC and in most of the cases preference would be given to the full time students

Both CFA and CA are the self-study (correspondence) programs, which means both these are the certifications for which you need to clear levels of Examinations and for this need to prepare on your own. MBA can also be done through Correspondence. Although, the scope of all three programs are equally good but if you want to pursue your current field CA would be best for you as CFA is for those professionals who want to become Investment Bankers and MBA is for candidates who want to get into a Management sector.

I do not have any means of differentiating the education standards in both the countries but i can assure you that USA is a much better destination for engineering than Canada. There is better technology, better job scope, and much more diversity.

MBA itself denotes Masters in Business Administration which means its a Post graduate Programme, so MBA from Sikkim Manipal University is a Postgraduate Programme and not a Diploma
