If you want to prepare for IAS then there is no harm in doing engineering because most of the IAS aspirants are engineers only and they clear the IAS exam with art subjects.I will suggest you that start your preparation from now onwards and work hard towards your goal but don't change your field from engineering to art because an engineering degree will help you in any case.
And yes,You can choose any course from the list of optional subjects available For the Civil services exam. You should take subjects according to your educational background and
Interest.
