English (Hons.) and BBA are two different streams altogether.I suggest you try and identify your long term interest while deciding a stream.English (hons.) will navigate you to the world of renowned novels written across centuries,poems,drama of the likes of Shakespeare and Dryden, literary criticism theories genius theorists such as Aristotle,Plato, Nietzsche and Descartes and glimpses of Indian literature and even visual arts such as painters. Pick English (hons.) if you have a critical bent of mind,good analysis skills,effective writing and thinking ability and if you really enjoy reading.
BBA is a management oriented course.It will introduce you to a host of management subjects including management accounting,business studies,economics,organizational behavior and will prepare you for a career in management.
But before that I suggest,think
-what do you want to become?
-what kind of career you want to build?
-What kind of job you wish to do?
-What are your strong skills (communication/writing/accounting)
As for % cut off ,it should be best of any four subjects and yes you can leave out Maths.

As far as your query is concerned, for the placements, I would say that whichever college you may opt for, apart from the assistance from the placement team you need to make your own efforts as no institute can guarantee you that as it entirely depends on your capabilities and utilization of skills at the right time.

If you want to prepare for IAS then there is no harm in doing engineering because most of the IAS aspirants are engineers only and they clear the IAS exam with art subjects.I will suggest you that start your preparation from now onwards and work hard towards your goal but don't change your field from engineering to art because an engineering degree will help you in any case.
And yes,You can choose any course from the list of optional subjects available For the Civil services exam. You should take subjects according to your educational background and
Interest.
