Yes why not. If your degree is valid and you fullfil the eligibility criteria of that government institution than you will get an admission. You may to work hard to clear entrance test or get high percentage as there are very limited seats in the government colleges.

Computer as an additional subject will not help you but if you have maths as an additional subject that can really help you because maths is present in the course of CPT. Ofcourse CA is a difficult course but hardwork is the key to success if you do hardwork you can clear CPT exam by not having maths subject in 11th and 12th standard also.All the best.

If you're much into English, then choose humanities or arts with English as both compulsory and optional subject in your intermediate, following which go for the Bachelor and Masters degree in English.

try private college like Amity or LPU or galgotios and if you want to drop then you need to study about 8 hour a day for almost a year with no friend support and a ton of pressure I have seen people get IIT after a drop and seen them going to Amity even after drop .
so at last it's all up to you if you can study drop a year if not take admission this year
