Please check the last year's cutoffs to get a better idea. As per my knowledge with a rank of 8569 it is only possible to get into the colleges if you have OBC/SC/ST quota.

Thapar University is not that better now, as it was 10 years back. Trust me. DTU is far better than Thapar University. You can't compare both. In Delhi, it's the DTU which comes after IIT Delhi. It's best whether based on its campus size, faculty members, incubator, placement, and students. Go for DTU for sure.

This college has 450 seats for BA, 550 for B.Com, and 60 for B.Com Hons. So, there are some chances to get admission in National PG College according to your rank, that is, 636.

IITs accept Diploma as equivalent to 12th. Hence, firstly you need to score at least 75% in Diploma and then clear JEE Mains and JEE Advanced with good rank to get into IIT-Delhi.
