According to my knowledge, I would say in boards you must go for 75+ percentile, as it also work for scholarship and in JEE Main 140+. And, yes it all depend on the cutoff of every year and the field you are going to choose. I hope it help you.

I would suggest Shaheed Bhagat Singh College as in TISS, BA Social Sciences course is quite general in nature and it and it is not only political Science but also economics, history, etc. There is no honours degree in BA Social Sciences course in TISS. As you have said that you have a particular interest in political science, I think you should take up BA honours course from Shaheed Bhagat Singh College.

Well, you can't clear JEE Main with your board exams. You have to study really hard for JEE Main, and as you said you want NIT, so try hard to get 150+ marks in JEE Main exam to get NIT and in board exam 80+ percentile as a save zone.

For you IIT, Guwahati ECE is the 6th best ECE in the country(my opinion after IITB, M/D, K and KGP). Placement and internship opportunities are there for students in good numbers. Most of the students get placed with good salaries in companies like Goldman, Oracle, Schlumberger, Samsung R&D, Cisco( non-core and semi-core), Qualcomm.
