Normally technical education department of each state puts out a matrix as to diploma holders eligibility to a branch for degree. Perhaps you will have to see webpage of your state's Dept to know legal status.

College selection or suggestion of colleges cannot be done basis IELTS score only, different colleges have different admission requirements and you must also check the academic grades you have, some colleges can accept a lower IELTS score if the profile of the student is very good.
