Normally technical education department of each state puts out a matrix as to diploma holders eligibility to a branch for degree. Perhaps you will have to see webpage of your state's Dept to know legal status.

BCA is a job oriented degree course and you can go for a job immediately after BCA in Small and medium-size IT companies. Unfortunately, Indian IT industry does not prefer BCA for entry level Developer and Testers role. BCA graduates may get a junior developer or application support jobs. Market acceptance of BCA is not very high in formal IT sector. Not at all. Doing Bachelor degree is not necessary because you already have technical degree and to learn VFX you can pursue diploma or master degree from some good institute like-NID, CEED, DSK, SYMBIOSIS, or MAAC. 1-2 year course is enough to learn VFX and rest lies on your hard work and creativity.
