Hi,
You need to decide in which field you wish to study further, as you have completed MBA, it would be advisable to work for few years and then look executive MBA program offered by various universities in US.
It is always advisable to take GRE and TOEFL, though there are some universities which do not require GRE, but during the time of your VISA interview you may be asked why you have not taken GRE.

Hi, first of all great to know that you want to go for Civil Services. Keep it up.
Well you have not mentioned any exam in particular like IAS or IPS or SSC, yet the examination pattern is same for all as the conducting body is one. There would be two papers in prelims- Reasoning Aptitude and English Comprehension. Followed by the main exam that would entirely be subjective.
