To pursue M.tech in Telecommunication, the basic requirement is a B.E/ B.Tech degree from a recognized University with good academic record but as you are not belonging to the engineering field getting to the M.tech course would be difficult and may differ from institute to institute and one course to another. I would suggest you to contact the University directly to inquire about the same as this would be the most relevant way to get the related information. You may refer to the following link:

It really depends on your capabilities and confidence level as to go for an engineering program you need to sit for an entrance, also most of the colleges, along with your good rank in entrance, would require a good percentage in high school. So, if you think you can come amongst the top students then go ahead. If you are asking about Engineering after B.Sc. then to M.tech you require to have B.tech in your graduation.

Unfortunately, I am not in a position to answer your question about finding a job (Though it's the most important). Try contacting the current/former students of your course. They would be able to give you a better answer than anyone else.

Although, it is with the partnership of Leed Metropolitan University UK,which is one of the decent Universities in UK, but I doubt its standing In India as it is a degree from abroad with no recognition from Indian Education Organisation.
Remeber that going abroad and getting a degree from there and having a UK degree from Indian Institute is quite different & would not help you to a great extent in your career . Although, your career is not solely dependent on the degree you earn, but on how you use that knowledge in your career growth.
I would suggest that if you have other options then do explore them.
