It is completely your decision. If you want to go more technically with pharma go for M.Pharm, if not go for MBA, where you can go for production management or marketing management, etc.

You can take admission in IIM or Symbiosis University for MBA but you have to get very good rank in CAT to get admission. There is no problem weather you are doing your graduation from regular or correspondence.

That being said, a lot many people go for two MBA's and do get selected, but it is very necessary to be able to explain why another MBA. A reason such as poor placement record will seem too superfluous.
As a bit of personal advice, if the previous degree has costed you a lot of bucks and you are short on financial grounds, getting another MBA degree doesn't seem economical.

Yes, you are eligible to participate in GD-PI exam but you have to show your pass mark sheet at the time of admission. At that time there will be no excuse of backlog.
