You can try any of the desired program from Germany most of the programs are for 12 to 16 months of duration . I would suggest you to try in Technical University Munich (TUM) its a good university and ranked 58 in the world university ranking . Mechanical Engineering and Aero engineering are the famous programs at TUM. For further details on the program kindly refer the university website.

Masters program are available in New Zealand if you are interested in doing MS in the same field then these are the universities where you can do Masters program in electronics engineering from University of Auckland and from University of Otago these are 2 good universities for pursuing masters program. You can do MBA through correspondence with whatever specialization you like to do for future career. For this look out in the newspaper for the distance examination of various universities.
IInd half of the question.
On December you will get the notification of Civil Services write the exam on preliminary on May last week. Select your subjects now itself and start preparing for the same and General Knowledge, Logical reasoning, aptitude start preparing now itself.
