Yes you can do. First of all you need to choose your area then after that you need to apply to concerned universities. in uSA PH.D programmes are free of cost. You should have strong academic record say more than 75% constantly, you should have prior work experience and recommendation from the professors from where you have completed your masters. with this you may need to appear for GRE or GMAT (For management) and you also have to clear TOEFL as per requirement of the university.
In UK, Ph.D is not free hence you have to show evidence that you have enough money through scholarship or corporate funding or the way of own funding apart from above mentioned requirement.
The eligibility is very good honours degree (4 years programme) or masters or M.Phil in concerned areas.
