Based on the criteria for seats in your college you can change your branch by any of the following means-
(1). By mutual changing (2). By internal sliding in the college (3). By mutual changing across the college.
But as you said you are a lateral entry thus you can get by 1st mean, that is mutual changing within the college if some friend of your agrees.

In Distance learning programs most of the Universities just require graduation & there is no mendatory cutoff marks required so, you can go ahead and apply for the distance learning programs.
However, I would suggest that you should explore oter options as well before enrolling for Sikkim Manipal University. Few of the other Institutes which you may try for:
Symbiosis SCDL
IMT
Annamalai University,
University of Madras
Bangalore University
Pondicherry University
Algappa University
Amity University
