GMAT score is accepted only by few of the Management Institutes in India. IIMs accept GMAT for their EMBA programs (mainly IIM Banglore, Indore & Ahmedabad). Few of the other B-Schools which will accept GMAT scores are:
Indian School of Business
Great Lakes Institute of Management
ICFAI Business School (IBS)
Institute for Technology and Management Business School Navi Mumbai

Different Institutes have different eligibility criteria and as most of the good institutes conduct entrance examination as a selection procedure. Students of almost all streams are eligible to appear in it. There a few universities which give direct admissions as well. You can consider them as well. Mahatma Gandhi University is one such university. All its programs are UGC, AICTE, DEC approved. Moreover, it charges a very nominal fee as well.

You do not meet the minimum eligibility requirement as per the university's requirements. The required percentage for pursuing chemical engineering is 75% and above and the required IELTS score is 6.5 . I would recommend you to mail to the university's admission department directly inquiring about your eligibility.

First of all I would like to say that if possible you should go for a regular program as it has a better standing in the job market than correspondence programs as correspondence program is generally for those working professionals who have good amount of work experience in their field and looking for a designation jump in their current organisation.

For Diploma there is a test DET-L, means the lateral entry and with this test you will directly get into 2nd year of your diploma. Based on your homestate you can have any good college, like Nilokheri in Haryana.
