The admission of BHM programmes are mostly in the month of July. to get admission in BHM programmes you need to appear for Entrance which is conducted through NCHMCT called JEE. For further information check the link below:

To get into B.E programme after completing your Diploma there is the process of Lateral Entry. For this you need to clear Lateral Entry Examination, which is considered and conducted by almost all the Government Institutes and many of the Private Institutes.
Although, it would be difficult to suggest you names specifically in Bangalore but few of the nearby institutes which you may check are: Alagappa Chettiar College of Engineering and Technology, Karaikudi, JNTU-Kakinada, Osmania-Hyderabad, LBS Centre for Science and Technology etc. There are several others in other parts of India such as Aligarh Muslim University, IP Unive
