Well Germany is a country known for its technical advancements especially Automobile! So, an MS in Automobile from Germany would really boost your profile and would certainly open many doors for you.
As for getting a job in Volkswagen, Merc etc. would totally depend on your caliber and knowledge. No degree or institute can guarantee a job for you.

To appear for IAS Examination you need to have graduation from a recognized University, so if your friend has directly done M.Com and doesn't have M.Com it would not hold valid for IAS Examination. Infact he/she would face problems in other government sectors as well.
