Your percentage is not enough for getting admission in top college, but don't panic. In India, there are lot of universities and colleges to provide you best B.Tech course with specialization. Look for private universities. One university that is in my mind is Manipal University. You should try. All the best.

Hi Rutvik,
To study MBBS in Russia, you should have secured minimum 50% in PCB at 12th board exams as per the MCI norms.
From coming year it might even become compulsory to be NEET qualified to study MBBS abroad.
You can select the university you want to apply to, your documents will have to be sent. After receiving acceptance letter and invitation letter from university, you need to apply for visa.
You can do it yourself if you have the know how or take assistance of an education consultant.

You can apply for the visa but after you have been accepted by a college. Regarding your IELTS you can check with the colleges if they find your profile competitive they may give you a pathway course in English. Check colleges both under SPP and non-SPP scheme.

You need at least 50% marks in Physics, Chemistry and Maths to become eligible for engineering entrance exams of the country. If you have this much marks then be prepared for the entrance exam like JEE Main.
