Yes you are eligible for a bachelors degree in Canada. You need to take the IELTS and target a score above 6.5 with a minimum score of 6 in each section. Admission will be based on your class 10th percentage and your diploma. However, i would request you to confirm from the university once as that you have not pursued class 12th and you are eligible.

The only option with you is that you give all the second and third year exam in one sitting that is you clear 2nd year papers along with third year. or else I would also suggest that you should talk to your University and see if they can extend your time period or there is some system of readmission.
