The scores of this exam can be used in other postgraduate management courses too. The exam is held by the Centre for Management Services, which is a unit of the All India Management Association (AIMA). This is a State level test.

Please remember in order to pursue MBA from good university in UK, you need to have minimum 2-3 years of full time work experience after graduation, how ever there are some universities which offers MBA to students with no work experience.
So if your wish to pursue MBA form good university, it would be advisable to work for 2-3 years and then apply for MBA, or else if you do not wish to work you can pursue Msc in Marketing from UK.
The course curriculum of Msc in Marketing, is almost similar to MBA, the only difference is MBA is more of a practical oriented course and Msc in Marketing. is more of a theoretical course.

As you from B.E Mechanical and also possess Piping Certification under your belt, I would suggest you to go for M.TECH full time either in Mechanical Systems Design or Manufacturing Science and Engineering as either of these would enhance your qualification kitty.
Moreover, as you say that both the program you pursued from Govt colleges, I am sure that would matter once you start applying for placements. I would say prepare for GATE and with utter hard work, dedication and concentration crack a good college.
Along with full time M.E, you may apply for distance MBA from Symbiosis, IGNOU or JNU, etc.
