Hi, as per your query I would say, the UPSC conducts civil services examination every year in the month of may and june and its main exam in the month of December. The notification for this exam comes out in the month of January end.
ELIGIBILITY CRITERIA:
1)A candidate should have a degree of graduation in any field from any recognized university.
2)A candidate in his final year is also eligible for the civil services exam. (IPS, IFS, IAS)

Hi Sandip, as per your query I would say that Ministry of Human Resource Development, Department of Education administers only those scholarships/fellowships which are being offered by the foreign countries under Cultural Exchange Programmes and other Programmes.
As per the directives of the MHRD a candidate declared qualified in GATE at the time of admission is entitled for MHRD fellowship.

As per the notification given by the UPSC time to time for age specification is as follows:
A candidate must have attained 21 years and not be over 30 years on August 1 of the year of examination. It means your age calculated by August 1, 2012 for 2012 CSAT exam.
