There are no chance of getting admission in any of the good govt. college but u can try on the basis of ur 12th merit in certain private colleges/universities which provide better education and placement services like SDM College of Engineering, Dharwad, KL College of Engineering, Vaddeswaram, lovely Professional university.

An M. Tech. degree will typically indicate prior research experience and increased expertise in area of specialization - so if anything it will only help to improve the odds of getting admit. Never heard of a US university preventing applicants with prior masters degree from applying,
The more commonly seen concern from an applicant with M.Tech is whether they would have to do another masters in US before they can move towards PhD. You need to have a good reason for pursuing a second master's degree.
