Yes you are eligible. The following is the criteria to apply for the CDS exam:
1. For I.M.A. and Officers Training Academy-Degree of a recognised University or equivalent.
2. For Indian Naval Academy : Degree in Engineering.
3. For Air Force Academy : Degree of Recognized University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.
There is no such percentage constraint for your eligibility.

Now a days almost all the banks offer education loan to students, to pursue their education in India or Abroad.
The banks offer maximum loan of Rs 10 Lac for education in India and Rs 20 Lac for education abroad.
The repayment period vary from 5-7 years.
The bank do not ask for any collateral security up to the amount of Rs4 lac, but if the amount exceeds Rs 4 lac then the bank will ask for collateral security.
The repayment of the loan amount starts after 6 months of completion of course or after 6 months of getting job, which ever is earlier.

Frankly speaking Lateral entry you will mainly find in MBA or Engineering programmes that too for the people with specific qualification as in Diploma in case of Engineering courses and PG Diploma in case of MBA, so it seems difficult to get in BA through Lateral entry that too just for last year. First thing I would suggest you to contact your own college to complete your 3rd year if they permit you by paying some extra fee, so for it or else check with the open Universities like IGNOU. However, the chances are that you have to redo your graduation.

After completing your BA if you want to get into teaching, there are various levels for which there are different different trainings which you have to undergo. If you want to get into School level teaching you need to complete your B.Ed and then you can go ahead for primary or secondary teaching, if you want to become a college lecturer you first need to complete your Masters degree and then appear for NET Examination. For professor level you need to do a PhD along with which you need to have good amount of work experience say 10 years or so.
