Although, there are not many institutes which will give you the exact degree i.e. Masters in Finance & Accounting but there are institutes which will offer similar degree programmes like IIT M (Shailesh J. Mehta School of Management) offers Master of Management Finance and Accounting, Delhi University offers MFC. You can also check with Mumbai University, Annamalai University, Punjab University, Bangalore City College, and University of Rajasthan.

'O' level course of DOEACC Scheme is equivalent to a Foundation Level Course in Computer Applications. Any one with a minimum 12th or ITI pass can pursue this course.
As for the fee is concerned, it is as follow:
Registration, any level (By Draft only): Rs. 500/-
Examination: Rs.500/- X no. of papers + Rs.30/- as postage charges
Practical (per practical): Rs 300/-
A Level: Rs.500/-
B/ C Level: Rs.3000/-

Your percentage is fine but not very impressive. If you want admission in good universities, you need to make sure you score above 1450 in the GRE and above 90 in the TOEFL. Only on the basis of the mentioned tests scores would you get admission in top universities, else it would be very difficult.
