Well both the options are good and cater to a bright career prospect but in different fields altogether.
Asian School of Cyber Law offers a course in Digital Evidence Analysis which teaches the collection, investigation and analysis of digital evidence. this basically of a lot of use in cyber crime/ caters to the strengthening of the law against the crimes taking place over the internet.
VMware virtualization is an option to understand the utilities of the machine by attaching several vistual machines to a single physical machine. This improves the efficiency and availability of IT resources and applications through virtualization. It eliminates the one server, one application model and run multiple virtual machines on each physical machine and uses the resources of this Physical machine.
It entirely depends on your career preference as to which among the two would be better option.

To be able to perform well in IAS, definitely an over all good academic record is much needed but along with which it is even important that you understand well about the topics that you study, by this only you can strengthen your basics.
Also referring to certain text books are a good option to sop to gain different perspectives and the language of difficulty by which the topic is explained. You can accordingly opt for the text book/ authors accordingly.

Although,it would be difficult to give you any concrete information regarding various quota seats like Management or Sports quota as this information is not available by every University, so you need to check with the Universities Individually. However, few of the good MBA/MMS Institutes in Mumbai are: JBIMS, NMIMS, S.P.Jain, K.J. Somaiya, etc.

Although, it would be difficult to find many Correspondence Institutes providing such courses, but few of which you may try with are IGNOU, YCMOU, AIIMS, Hyderabad Institute of Fire Engineering. Also try with NIFE & SMU.
However, there are several Institutes providing courses in Fire & industrial safety such as: National Safety Council of India, Rajiv Gandhi Institute of Health Sciences, National Center for Professional Training and Institute of Fire and Safety Technology etc.
