Yes, you can easily get the college without any problem. Even, you can get into almost all the colleges of the Maharashtra but it would be difficult for you to get the desired branch into the top colleges through counselling, there is internal sliding into the college if the seats are vacant in the other branches.

Hi,
Student visa is not given on basis of IELTS score alone. You have to first apply to an university and they must give you the admission offer. 4 is a poor score, consider a retake. Or check with the universities for ELICOS programs which are designed for applicants like you, who don't meet English language requirement. This won't guarantee a visa however.

This score will not get you into any government college. So, you can either sit again and perform better in JEE or you can try for colleges that intake students on the basis of 12th percentage. Or you can always get into some private institute in case you only want the degree.

You can get some good private colleges in Pune and Mumbai. What is your category? It also depends on your category. Also, your rank in MHT-CET. Do research about colleges in Mumbai (as you want admission there). See there cut-offs. Fill DTE, Maharashtra CAP admission form Properly as the form filling has started on 5th of June will continue until 18th of June.

If you are quite specific about the branch then go for NIT. There are cases when you have interest in particular branch or subjects then don't hesitate to opt for NIT and rejecting IIT. I had to face the same situation 3 years back and i don't regret my decision at all.
Moreover, if you don't have any such particular interest then you can obviously go for IIT. It's a huge tag after all.
Be careful as it is not an easy task to go 4 years with subjects that do not interest you.
