There is no college or university in India which provides dual degree in sociology. You can opt for BA sociology or BA Hons. sociology and then post graduation in the respective courses

There are some university or institution which take admission in hotel management without any entrance examination, You may opt for such institutions. Few of the institutes would be:
-Mannipal university
-Bharti vidya peeth
-UEI Global etc

Yes, it is quite possible to pursue a course in HM without a HM education background.
The eligibility depends on the type of course that you wish to pursue , the details of some courses is stated below:
Diploma –Class 10th pass from a recognised board with minimum 40% marks.
Bachelor’s Degree: Class 10+2 examination with at least 50% marks.
Post-graduation degree: Bachelor’s degree from a recognised university with at least 45% marks.
Graduate & PG programs may also require you to appear in entrance exams such as NCHMCT,AIMA UGAT, E-CHAT etc.
