It depends on the codec. A PCM bitstream could be considered a very basic codec - essentially it is a codec that does no meaningful encoding and just passes the audio data bits in their most basic form. Also, a PCM bitstream is like a text (*.txt) file, while the encoded audio files looks like that text file is zipped.
