To be eligible to sit for IAS (Indian Administrative Services) Exam conducted by UPSC (Union Public Service Commission) every year, one needs to be:
An Indian National Citizen
A graduate in any discipline from a recognized university and
In the age limit of 21-30 years.
So the first step is to pick up a bachelors degree in relevant field. You can select any course of your choice, provided you possess keen interest and passion for the subject.
You may pick B.B.A, B.COM, B.B.S, B.B.M, Economics (H). You could even learn a foreign language and aim for an interpreter's job in the consulates and embassies. Some of the choices in this regard are French, Spanish, German, Russian, Japanese or Chinese.
Besides these, there are courses in advertising, journalism, mass communication, media studies, business management, performing arts, travel and tourism and more.

I suggest you that you should go further education as you said you want to do M.Tech so you should go for it
Over the first two semesters, M.Tech students are required to do substantial amount of course work to complement their undergraduate or masters level education. the third semester is devoted mostly to M.Tech projects although there are some courses to be taken during that period. The fourth semester is fully devoted to completion of the project. The curriculum has been designed to provide all students with general background in Biomedical Engineering followed by more specific knowledge in area of choice.
