Well my only piece of suggestion is that firstly plan like what program/course you want to pursue. Then check the countries where there are good institutes to provide this course. After that find out the language spoken there and start learning that. Now what is the benefit from this? Simple, once you are done withe course, you will get and edge over others in employment in that country.

The basic criteria for IAS is
(i) Age limits :
21-30 years as on 1.7.2011. (Upper age limit relaxable for SCs/STs, OBCs and certain other categories as specified in Para 3(ii) of Notice).
(ii) Educational Qualifications :
Bachelor’s degree of a recognised university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physcs, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Enginerring or an equivalent qualification (Para 3(iii) of Notice).

Deepa.As adviced by Suni and Gapziu, you should go for a regular full-time course as Psychology is a practical subject. You will learn only from observing how experienced psychologists treat people suffering from psyhcological problems. Please avoid taking advice about distance learning courses. Psychology is not like literature or history.
