yes, you should fill the forms for seperate engineering colleges. it is beneficial and many colleges like srm university, indraprastha university etc do not take students on the basis of aieee ranking. seperate forms are provided to students. these colleges come in elite world of good colleges.

In IAS Entrance your UG paper in not imortant, important is that which optional paper you opt for entrance. Its not mandatory you opt your Grad paper, but you opt your grad paper, you have knowledge of the content of subject. ECO hons or Bcom(A/C hons) you can opt anyone in which you feel comfortable your most important your interest. you have to opt two papers in UPSC entrance.

No, According UGC norms, you can do PG in traditinal courses if you study the same ay UG.
