Getting admission through general quota with this rank is a little hard. However, with your OBC rank you will easily get admission in MFM in any of the NIFT centers. If it doesn't work, you can try for an NRI seat. Call the college before hand and ask them about NRI seats.

You can do it from any prestigious institutions. Bachelors in such subjects will not make any difference, whether you pursue from a state university or from a central. Cracking it to the IIT will be exceptional keep in mind.
