Universities in US do not accepts 10+2+3 years of education for MS course, they require 10+2+4 years of education.So as you have pursued 15 years of education, UK would be the best study destination for you.
Find below some of the universities in US offering course of your interest:
1.Cardiff University.
2.City university London.
3.University of Bradford.

Your MSc in UK will cost you around 6 Lacs tution Fees and 5 Lacs living expenses. When you get your admission you have to pay your tution fees directly to the univerosty. If you pay 100 % fees you will get a disocunt of 5 %. Balance living expenses you have to show in your account for a period of 28 days before applying for visa. That is all requiremnent financially.
You can also take a bank loan and show the loan sanctioning letter and get the visa.

Mr. your scope is open for MSC CS/MSC IT/MCA . You can choose any one. But what I think- being Mcse you have proved your interest and eligibility as system engineer i.e in server side your proficiency is established. As you are interested in network security I better suggest you to do CCNA Security offered by CISCO through it's network academy or from learning partner which is a global certification like MCSE with market value too. More over you can do your Masters in cyber security from IMT-CDL also. Hence there is wide opportunity open for you , You have to select the best you think and go ahead. Best wishes.
