TGOU is a approved under the UGC section 2(f), and it is not clear as to why your application is not approved by the PSC, but then as this a state based exam, then there are chances that the eligibility may differ but then the distance/ correspondence from a approved University is acceptable for the UPSC/ PSC exams.
Also for the PSC the minimum requirement considered is a Graduate degree from a recognized University, kindly mention the details for your graduate course.
As for the pursue PG degree through IGNOU is concerned, IGNOU is considered as the best option for the correspondence education. the eligibility for which is

Although, there are private Institutions like Exterior Interior which will take you after completing your 10th but most of the good Interior Designing take up students after 12th. As far as Commerce Coaching there are Coaching Institutes like Brilliant Tutorial, Sahil Study Circle etc. in Delhi which you can check out for your commerce classes.

As LLB is a degree programme which can not be studied through correspondence or we can say even if there will be one or two Universities giving LLB through correspondence you can not practice as a lawyer after doing a Correspondence LLB so if you don't want to become a lawyer and want to get into other legal professions (like administration, Legal BPOs, legal department of various corporate companies or can also work with Advocates in the back end documentation processes) after getting a degree then in that case you can opt for a bachelors degree like BBL, BGL etc.
