Institutes which are not affiliated to any University or colleges which have not registered the course with the University give PGDM degrees.
A two year full time PGDM Diploma and a two year full time MBA programme are equivalent.
A one year PGDM diploma cannot be considered equivalent to an MBA
so dont confuse in both course even you know that IIM also give PGDM degree

Well the fee structure varies for all the institutes. Each one is bound to follow the norms set by the governing body like AICTE, UGC, etc. And all the colleges and universities select candidates based on their performance in different aptitude rounds that are conducted under the guidelines of the selection procedure.

Well the cut off list varies every year. So once you receive 12th score card, you can accordingly look for the best possible option that best fits your score.
However to give you a generalized view, the cut off for English Honors comes around:-
94.5% (Science)
97% (Commerce)
92.5% (Humanities)
