I would say that as there is no neutral public ranking on the basis of which one can rank these two institutes. Moreover, as shiksha believes in unbiased guidance it would be unfair to give my personal opinion on any specific institute. Although, if we have to go by popular private rankings like outlook & India Today Hamirpur is ranked higher. For your information I am placing the links below:

However, I would like to add here that it would be advisable to visit the institutes personally and analyze them on parameters like Reputation, Academics, Infrastructure, and Placements etc. If possible try and talk with few of the current batch students and faculty members and get the alumnae contacts to take feedback.

Universities in USA requires 10+2+4 years of education for masters course, as you have 10+2+3 years of education and you want your Masters to be completed in 1 year, so in this situation UK will be the best study destination for you, fine below some of the good universities in UK which offers the course of your interest and suits your profile.
1.Cardiff University
2.Liverpool John Moores University.
3.University of Wales Institute, Cardiff.
4.Coventry University.
5.Bangor University.
You also need to take IELTS, as all the universities mentioned above requires a score of 6-7 bands plus in IELTS.
