There are no separate exams that you have to take to qualify for scholarships in US. Scholarships are granted on the basis of your complete application which includes SOP, LOR's(if applicable), GRE/IELTS/Percentage, and scholarship essay.

As MBA is a Masters degree no matter how many Masters degrees you have, whenever you plan your MBA, aggregate marks in your graduation would be taken into consideration, as an eligibility criteria which should be 50% and above from a recognized University for most of the good B-Schools. However, at the time of selection, all your qualifications as well as work experience if you have any would be taken into consideration.

As such there is no defined time schedule within which one should start with their preparations for the Civil Services exams. The ICS exams are one of the most competitive exam and IAS is one of the premier services under the State and Central government.
Soon after completing your Bachelor you would be eligible for the exam hence you may ideally start with your class room coaching may be when you are in the final year of the bachelor degree. Although it is important to have a consistent academic record and updating your self over the sections like GK, Current affairs etc.

It is kind of difficult to understand the reason behind your interest to pursue a Software engineering course when your education background is of entirely a different field. Still if you plan to go for the Masters in Software Engineering, this would be quite impossible as the minimum requirement to pursue the same would be a Bachelor in Software engineering too.
If you are keen to pursue Bachelors from a University mode, although this is possible as the eligibility for it is a 12th pass through Science stream along with Maths.
But then it would not make much difference to as tyou would invest another 4 years to gain a bachelor

University of Delhi is one of the most reputed Universities in the country and under Law, University offers law course.
The minimum eligibility for this course is a graduate degree from a relevant University and qualify the entrance test.
But as per the information posted by you, you have not completed your graduation and without which you shall not be eligible for the course.So, I would advise you to opt for graduation first and then opt for the LL.B else you can look for the integrated course i.e. B.A. LL.B.
