Yes, you are eligible for NEET 2019 as the candidate must have completed age of 17 years at the time of admission or will complete the age on or before 31st December, 2019 i.e. the year of his/her admission in 1st year M.B.B.S./B.D.S. course.

It's actually very simple to get degree. Once you have taken admission, keep on passing exam at the end of academic year or in time frame allowed. Once you pass exam of all years, you are eligible for degree.

I suggest you that if you complete your math honors then you go for M.Sc mathematics. If you go for M.Sc then you are capable for higher studies in mathematics. So choose a good institute or a good university and take admission for M.Sc mathematics.
