Hi Pramila,
MSW(medical & Psychiatry) can get you government jobs in the areas like NGOs approved by the different state governments, Public health Offices which are mostly run by the govt. bodies. Also one can look for the jobs in various trauma centers/ colleges in teaching department etc.
As for the CC Certificate is concerned, definitely the same offers a lot of add on value but I doubt if this allows you to gain any concession.

Hi Saranya, to pursue BE abroad, you need to prepare you application. Gaining admission will greatly depend on what grades you have scored in DCE. Documents required - Class 10 and 12 marksheets and Passing certficate, sem wise or year wise marksheets, degree certificate or provsional certificate, Statement of Purpose, Letter of Recommendation(2), Work experience letters from all employers (if any), CV (if you have work ex), A copy of your passport(1st and Last Page), IELTS ( 6 min for UG courses).
