Generally, the institutes which do not require GATE scores for their M.Tech Programmes would have their own Entrance Examination or accept some other Entrance Examination but no Institute will have direct admission on the basis of B.Tech Scores.

To be eligible for a bachelors degree in US, you have to score atleast 75% and above in class 12th as well as score above 75% in the diploma which you have pursued. In addition to these requirements, you would be required to take the SAT and TOEFL. Target a score above 2000+ in the SAT and above 100+ in the TOEFL to get admission in a good university.

First of all you have not mention the stream for which you have given your GATE Examination, secondly I would request you to mention your scores as well along with your rank as it will help us to guide you further. However, according to your rank it seems difficult to get a decent Engineering college. I would suggest you to try for State Universities.

Even though 75% and above are required by the university, it is not a fixed requirement. Provided you have a percentage less than 75% but above 60%, you are still eligible but have very less chances of admission. What you plan to do further in life would largely depend on your own interests and career aspirations. However if you want to go for higher studies then you can opt either for MCA if you want to get into technical field or else you can go for MBA if you have interests in Management related career. Further if you want to get into research related professions you can opt for courses like M.Sc IT or Computer Science.
