If you are looking for an MBA through a regular mode or even any of the decent Distance Universities like IGNOU you need to have completed your graduation. However, if you want to do it the way you have done your PGD programme there would be several private Institutes through which you can do MBA.
Advisable would be that you complete your graduation and try and get into some decent full time MBA or else if you can not do so you should look for some other options in the field of your interest.

With 15 years of education, UK would be the best study destination for you, as you have completed your undergraduate degree in computer fields, it would be advisable for you to pursue Masters in same or related fields as it will add on to the knowledge of what all you have learned during graduation.

In order to pursue MS from these universities you need to have:
Good academic record, preferably 60% plus in graduation.
Relevant undergraduate degree from recognized university.
IELTS score of 6-7 bands plus.
