Hi Karthik,
There are several Institutes in Chennai which provide IAS coaching but as there is no public rating or neutral ranking for such Institutes suggesting you the two best institutes would not be possible. Few of the things which you should keep in mind while choosing an Institute are: Study material, number of classes, number of doubt clearing sessions, faculty background, infrastructure, recognition in the education market etc. For this I would suggest you to visit few of the Coaching centers talk to the current batch students and few of the alumnae and then take any decision.
Few of the institutes which you may try:

Hi Rohit, do not appear for GMAT as of now. The Universities that ask for GMAT will also ask you for 3 yrs supervisory or managerial experience. If you are going in the next 1 yr then you should go for the fresher MBA offered in countries like UK/ Australia/ Ireland and Singapore. If you would like to wait and gain experience then you can appear for GMAT at a later stage. GMAT scores are valid for 5 yrs. SO if you are sure you will be able to gain 3 yrs managerial/supervisory experience within this span then you can appear now or else wait.

Hi Sunayana,
As you already have an MBA degree in HR and are a certified recruiter I don't see a reason why you should go for another degree or diploma programme. Gathering the degrees is not only the way for career growth, rather after attaining an MBA going for a PGDBA programme may show negatively on your resume, s now your career growth would depend on your on capabilities & your capacity to perform while on job.
I would also like to add here that as you have an MBA in HR you should plan to enter in this field itself rather than looking for other options.
Hope this will be of help. Feel free to put up more queries.
Thanks,
Pooja
