Hi Nagaratna, There are three sources of fellowships you can think of.
1)The fellowship that is given by the university
2)The fellowship given by UGC for some special projects(NET/other fellowships)
3)Fellowships by orgs like Tata Institute of Social Sciences, UNDP, UNESCO, World bank, Dept of women and child welfare GOI.

Hi Sankar,
As there is a big time gap in your education reappearing for a single paper probably would not be possible, There are two option either you repeat you complete PUC (I suppose this must be 2nd year PUC, If yes then you have to appear PUC II) or else you can complete your 12th through NIOS. Once you are through with this then you can plan your graduation through Correspondence or Open University like IGNOU etc.
